HMRC launches online form to add locations to transit authorisations

Authorised consignors and consignees moving goods under transit can now add new authorised consignor locations, or consignee locations already approved as an External Temporary Storage Facility, online. Consignee locations operating Authorised Consignee Temporary Storage (ACTS) must still go by email or post.

HM Revenue & Customs has launched a new online form for authorised consignors and consignees to add locations to an existing transit authorisation. HMRC says the form lets holders do this more quickly and easily. It announced the change in its October 2026 transit newsletter, which was added to GOV.UK on 26 October 2026.

The form can be used when the new location is an authorised consignor location, or an authorised consignee location that is already approved as an External Temporary Storage Facility (ETSF). Anyone adding an authorised consignee location that operates Authorised Consignee Temporary Storage (ACTS) still needs to apply by email or post.

The online form sits alongside the existing route rather than replacing it: applicants who cannot use it can still apply by email or post. HMRC directs holders to its guidance, 'Add locations to a consignor or consignee authorisation', for details on adding locations and how to access the form. For other changes to existing consignor or consignee locations, holders are asked to email cctonational-simplifications@hmrc.gov.uk.
