Transport for London has launched a consultation on new zero-emission transition dates for private hire vehicles, Fleet News reports. TfL is proposing that all newly licensed private hire vehicles in London be zero-emission from July 2028. Wheelchair-accessible vehicles would be the exception and would need to be zero-emission from July 2030.

TfL says it wants to build on the progress already made in electrifying the private hire fleet, with more than 70% of vehicles now zero-emission capable. It also wants to give clarity to manufacturers of wheelchair-accessible vehicles. As Fleet News points out, zero-emission capable vehicles would not be enough to meet the proposed rules.

Other changes in the consultation would come into force from March 2027. From then, TfL would stop approving new alternative fuel conversion systems, such as LPG and CNG, and new exhaust abatement systems.

TfL is also proposing to cut the maximum period for re-licensing an expired taxi or private hire vehicle from 24 months to 12 months, and to introduce an upper age limit of 10 years for private hire vehicles.

TfL says its forecasts show that, if the changes were made, NOx emissions would fall by 9% and CO2 emissions by 35% over a 10-year period.

Christina Calderato, TfL's director of strategy, said: "Building on the progress that has already been made, this consultation sets out our proposals to strengthen those achievements and drive forward the transition towards a zero-emission fleet."

Seb Dance, deputy mayor for transport, said: "The mayor and I are proud that London’s PHV drivers have led the way in adopting zero-emission capable technology – but there is more to do."
